We need decentralized manufacturing capacity and modular isolation infrastructure embedded permanently in high-risk zones. Stop treating these regions as emergency zones to be visited; treat them as permanent outposts that require year-round defense readiness.

Admitting that our current approach is broken comes with a heavy political penalty. It means international agencies have to surrender their monopoly on crisis narrative control. It means acknowledging that throwing money at an outbreak after it hits the headlines is an admission of prior neglect.
